When their is a world 80% of the population has quirk can become heroes or even Villain but 20% of the population are quirkless and Izuku is in the 20% of the population. Izuku can bullied by Katsumi Bakugo and his friends 

Inko felt sad for Izuku and than asked Master Hand to train Izuku at the aged of 6 years old and cam back to Japan when he was 15 years old and he made it into UA and Nezu knows what Izuku power is and only put in a Music room for Jiro and Izuku and a Dancing studio for Mina.  And Katsuki is in love Eijiro Kirishima and Katsuki is still friend with Izuku but Katsumi she still act nice to Izuku around everyone else
