In an abandoned island far away from society, hidden in plain sight by the Korean government, a place called neo city exists. A place where 23 boys have been kept and raised underground in since they were born. Hand picked by the Korean government, they are controlled and experimented on to find the solution to create a perfect human.

A man called 'Simon' commands them by saying 'Simon says', and no matter how much they resist, they still end up following the commandment. However, only 9 of these boys survive the extreme experiments to building a perfect human; making them have higher abilities than a human. They come together in secret and plan an escape no one in history has ever seen.
