The Winter Soldier has been a ghost story- a novelty- for decades, controlled by a mysterious red book no one but HYDRA has seen the contents of. It is a top secret document which was never transferred electronically.

Perhaps, for the first time in decades, the red book has fallen into the hands of James Buchanan Barnes, the man who's been tormented by this book for years beyond his age. He flips through pages and reads of his own life outside of HYDRA- as well as what it was inside- to find closure.
