The world flooded, long ago- people took refuge on boats, which became flotillas, which became floating cities. Pacifica is one such city: a place where people have made the best of their situation for over a century. Young Tom Adler and her father Reed, a former sailor in Pacifica's militia, have suffered greatly: along with a large section of the flotilla, they lost their home, their possessions, and, worst of all, Mrs. Adler.
