Being unaware of Salar's real name,Hoor could not return his feelings because she believed it would break the promise she had made with the little Usama in her memories a long time ago.
Both of them had very tough lives and circumstances of their own which were made worse by Salar's savage behaviour to persue Hoor and her constant reluctance towards him.
