In the kingdom of Atlantica, mermaids and mermans were ruled by their king, Choi Hyuwon. The kingdom believes that humans are monsters after a certain tragedy that happened in their kingdom. But his son, Choi Beomgyu, begs to differ. He believes that not all humanity are monsters. So he want to prove it to his parents and the whole kingdom.

Kang Taehyun, member of a group of con-artists, The Black Horn Riders, which is a secret group formed by the police, to catch wanted criminals, or those who are hard to catch, especially a certain scientist. Taehyun wanted to catch the scientist so badly because his parents were devastated, seeing the cruel doings of their fellow scientist to creatures the world must take care of.
