The government every year tasks its elite soldiers to participate in a nation-wide Cull. Hundreds of children are taken from homes and put into one of four Facilities. While most of them will be offered comfortable lives in the forms of low-ranking militia commandos and government jobs, a few will be groomed to be the successors for the highest office the government has to offer: The Law. To ensure that they would be able to keep ruling the world, The Law started implanting chips into all its citizens.
