Melody isn't alive.
She died two years ago after she sacrificed her life so that her little sister could escape her abusive father.
As nothing but a ghost roaming the streets, she is a forever eighteen-year-old girl, trapped on earth with no way for her soul to leave, because she hasn't fulfilled her purpose.
