a group of kids ends up getting in an accident that gives them powers- and makes a villain. One of the scientists end up gaining powers just like the kids but he isn't interested in using them for good- He wants people to feel the pain he felt. He won't stop until he feels the people feel the same way he always did.

In the mysterious World of Pokémon, many are only aware of Pokémon Poachers, Pokémon thieves, and just common everyday bandits. However, there's also those who have committed more heinous crimes, but they're kept out of the news to not cause panic. That is... until Team Rocket appeared. After the reveal of the evil team, iconic for committing Pokémon theft and stealing other items they deemed useful, they took to more drastic crimes to strike fear in the hearts of their enemies, and it inspired other evil teams to do the same. In addition, there were also other regions who deemed ones that were Pokémon friendly as barbaric, and have tried to invade and attack in order to eradicate all Pokémon in existence. For an old friend of Serena, this was something they fought against. Meet Stan Reagan, a Kalos native who had served in the Navy to follow a legacy in his family. After he had soley survived a massacre that occurred when he was in elementary school in Lumiose City in which a group of radicalized religious fanatics called the Order of Christ and Allah, or the OCA, had sent someone to kill everyone in the school due to it being a Bring a Pokémon to School Day, Stan made a vow to stop them in whatever way he could. As such, he had joined the Armed Forces to hunt down the terrorists, and make them face justice. Many had said the Armed Forces were too dangerous, but the Pokémon Rangers called upon them for assistance from time to time. However, the biggest threat had yet to be unleashed. Years after Ash had become World Monarch, the largest mass killing of law enforcement occurred. Due to the OCA now being tried for their crimes, Stan's time in the Armed Forces was over. Now he has a new goal, and a new philosophy. To hunt and track down the most heinous of criminals, and have them face the courts. This is the story of how Giovanni, Team Rocket, and many others were brought to justice. This is the story... of Five-0. Viewer discretion is advised.

We never know because we never really hear the Villain's story. There are many bad people out there but is it destiny and fate that keeps some behind bars and others in the comfort of their homes? Can we not fight against our destiny and choose our own path? Villains are always hated, but do all of them deserve it?
