there was a virus outbreak in a small village in the forest but the virus makes people slowly turn people into human eating monsters. so the government went to bomb the village to hopefully to kill all the monsters so they can't affects the hole world but the bomb affects the whole word training it into a fallout and the monster's are stronger then before

Undertale: War of The Souls
Many years have passed since the war between the humans and monsters. The humans won, and shut the monsters in a place called the underground. Keeping them there with a magical barrier, it took seven usable souls to shatter the barrier, but being monsters, their souls didn't work. Instead, they had to use human souls to break the barrier, and even then, humans were not likely to fall in. Because the human waste system ends up in the underground, the monsters are informed of what's going on up on the surface, and have developed human-like lifestyles, which included scholarship, friendships and the like, but it seemed, that the monsters were eager to get back on the surface again. Six humans were unlucky enough to fall into the underground, and the leader of the monsters, Asgore Dreemurr killed these humans to use their souls for removing the barrier. Asgore thought that those humans were the only ones that would fall in, but he was wrong. Two more humans fell in, but their souls were lost before Asgore could even use them, and those soulless ghosts were doomed to haunt the underground. Now playing the waiting game, Asgore patiently waited another human to fall, and fall it would. (Sorry! No Muffet or Grillby in this one!)Complete

The experiment was tested to far from its limits and became a deadly virus that is now air borne spreading it to anyone it came into contact with. The government tried to contain it, but it became to powerful to hide from the world, and the virus turned anyone it came into contact with, into man eating monsters. While transporting a few sample robots and the virus in a plane, the virus accidentally flies out and sprinkles across a rural area. The virus could only affect people with O-negative blood, so they had to check the records for everyone in a 15-mile radius with this blood type. A group escapes and plans on releasing the rest of the people captured.Complete
