Aithne Pan, a Chinese-Irish girl living in the futuristic city of Venice has to decide between what her heart tells her is correct, and what she has always been taught is right.

Ai has always been special, what with her unusual physical characteristics due to her mother's colour-changing abilities that made her hair a strange tint of pink at birth and her own powers to manipulate water and encourage aquatic animals to do her bidding. Brought up in a strict yet loving family she has learned to love and act upon the law, her father's job as an attorney making her crave the need to protect the city herself in any way she can. Her need to protect and serve sends her to the Imperium Police Department, her first job consisting of going undercover and bringing the powered people that don't abide by the law to justice, protecting the city in the process.

What happens when our nineteen-year-old Aithne learns about the monstrous things happening under the very building she works at, and how will she react once she learns that the government is behind it?
