Each year, fourteen-year-olds from all over Raywen are brought to the isles of Meteor Bay to touch the magical ivy that grants a select few with the ability to shapeshift into an animal. If they receive an animal, they join the Animal Police and are trained as the next generation of shapeshifters. Celsa and Phoebe have just started their training, but they can sense that there's something off about the whole thing. Celsa starts having recurring dreams of her past, and of her friend Philip. Phoebe runs off into the woods each night to escape her cursed animal and meets another wolf shapeshifter named Finn.
