The year is 2031, and the Canadian city of Droit is thriving in a world of superheroes. Doctor Powers, leader of the Legion of Heroes, has just announced a program known as the Heroes Project, aiming to teach children the values of justice and hone their powers so that they can become sidekicks and heroes. Victor Coure, a super villain with a personal grudge against Doctor Powers, is determined to stop the program. After uncovering dark secrets about the Heroes Project and the people behind it, Victor knows the lives of children are at stake while some have already been sacrificed. If the "heroes" won't help, then the villain will have to step up to the task instead.
