AD 2123 (60 years after the dragon wars) 

Every year the governments of the world send a fixed number of women between the ages of 18-21 as tributes to the Dragon Islands, a post-war agreement that keeps the beasts from terrorizing the rest of the world. But the selection systems are corrupt. Rahel is only seventeen when she is coerced into going to the islands, where she is immediately chosen by the dangerous dragon leader Hirion as his mate. Contrary to all her own assumptions, he does not intend to brutally kill her on the spot, though-it takes him just one glance before she's under his otherwise ice-cold dragon skin ...
