From the treaty of the Treason: In penance for their uprising, each district shall offer up a male and female between the ages of 12 and 18 at a public "Reaping". No. She was the child of peacekeepers; she was trained to fight, in special schools for them, and even her name was only once in the reaping bowl as she grew, no matter what she did.
