Izuku has the power to become any creature in the fallout universe however he can not become humans unless they are mutated so like mutants but he doesn't have the story of who he becomes just the powers. there is also a second world he will learn about but that is a surprise for later as even he doesn't even know yet when it does come out I will update the tags.
note I'm not sure all the ship tags will even be in the book just have them there so people are aware of my ships.
