The implication behind Wilbur's words shatters his worldview and pieces it back together in the worst possible way. Wilbur, the man who built a country and smiled through the pain and kept Tommy going through exile, had just caused mass destruction. He'd set off explosions and probably killed people. Tommy can't connect the two, can't work out how the man he'd watched proudly prepare to run for President was the same person who stood before him now. -OR- Canon divergence after the election.
