Izuku does get a quirk and Izuku loves it because, while it's not very conventional or normal, it's his.
But the rest of the world doesn't agree and looks down upon him and his goals for being a hero. Bakugou and the other children and teachers laugh at him for being a weakling, even with a quirk. They mock it as a coward's quirk.
Izuku's quirk is called 'Calm' and when active it causes all those within a 60 meter radius to lose all sense of aggression towards him. The effects linger even after the quirk deactivates or the victim leaves the hit-range. The more often someone is exposed to his quirk the longer and stronger the effects will stay with the person.
The world just created Japan's worst villain.
