Conrad's brother died by violence. Not that this is a surprise- the man ran with criminals for years. But new laws passed after a spate of police corruption scandals and budget cuts say that as the next of kin, Conrad is responsible for investigating the crime to the satisfaction of overseers peeping through his neural implants. His watchers are almost as fickle as the criminals he tracks, and as he plunges into his brother's life and demise, Conrad finds his own held hostage.

If he doesn't, people will die-including his ex-friend-who-he-totally-still-hates. Including the charming hacker he has a crush on. Including his demanding father. Including himself. In a not-so-distant future, three-quarters of the world's population have evolved into superior beings called "the dominants", endowed with extraordinary abilities such as telepathy, telekinesis, teleportation, and more. However, these advanced humans are incapable of killing others. Should they attempt to do so, their highly developed nervous systems release a hormone that induces paralyzing pain throughout their bodies. The remaining quarter of the population, possessing no supernatural powers and no such killing barrier, are derogatorily referred to as "the recessives". One of the few jobs available to "the recessives" is that of executioner, as they can end lives without suffering any repercussions. They are not only scorned for their lack of physical prowess but also feared for their unrestrained capacity for murder. In the prestigious Lanes family, the father is a powerful politician, the mother a successful businesswoman, the eldest son a reliable doctor, the second son a popular police officer, and the youngest daughter a famous, talented idol.
