Rules were set in place to keep the sanctions safe, each year volunteers and descendants go through vigorous courses and classes to obtain the elite status.  The government paints the acceptance rates of elites to 95% In reality only 5%.  Aidyn comes from a family of high paid elites who protect sanction #10. He has everything, almost everything.

New people begin to come into his life and challenge him to think beyond. Think larger, freer than the government allows citizens to do.  He has choices to make, and his actions will cost everything.
