(In an Alternate Universe...) The United States of America was having insanely high crime rates lately due to the lack of Pro Heroes in the country. In an effort to lower crime and establish an official Pro Hero organization in the U.S. The Department of Defense cooperates with The Hero Organization of Japan and the staff of UA High to establish a prestigious college in the U.S. known as The Pro Hero University (PHU).

Evelyn Broker, a girl with what she thinks to be an average life, and an average quirk, is one of the thousands of applicants to PHU. Little did she know her understanding of everything will be completely turned around, not only will she be fighting to become the first ever number 1 Pro Hero in the U.S., she will be fighting 20 other students with the exact same ambitions, and a darkness she never saw coming.
