Up on Cloudbase, There's nothing to do. Captain Scarlet is playing Solitaire with Captains Blue, Ochre, and the recently demoted Private Pink. However, when Captain Grey receives a phone from his old friend Troy Tempest, the Mysterons are temporarily forgotten as the man known only as 'the Hood' terrorises Marineville. He pairs up with X20, Captain Black, Zarin and plenty of other villains and enacts his ultimate plan of world domination.
Soon International Rescue are called in, but when things worsen, they are forced to trust child genius, Joe McClaine, with the task of protecting the Earth.
