Shuri moved to Kunugigaoka to avoid more bullying to her brother Izuku, why? because she has a quirk. Her quirk is a new and powerful quirk that is close to no others
Shuri wants to become a hero so no one has to feel like they have the weight of the world on their shoulders and they know they have a hand to reach out to, she had enough panic attacks because of that
