What good is a key to a lock that doesn't fit?

After an international wave of radiation sweeps the world, certain individuals gain wings and strange abilities. The government decides to contain all the affected in a "Protected Site" for "observation, research, and treatment", which is a pleasant and formal way of saying that they were going to coop up all the winged people with magic in a containment camp to study them and try to take away their abilities. Most don't react kindly to this turn of events.
