Sure, it can hurt people, but it can't call down lightning, or cause generators to overload at a glance. It's the passive abilities that make it what is it. Increased speed, reaction speed, acceleration, and faster mental speed. He uses to his advantage, training his body and mind. So, throwing himself head-first into U.A., he decides to take on the world. This is how you fuck over everyone who tries to step on you.
