A teleporting man tries to escape into the Wasteland, but discovers their city is walled off. The government and telekinetic citizens don't care to confirm or deny this, and the responsible party expends their forces to keep him quiet. Charley Finch is forced into fighting through the city to evade being captured by the police department and its Chief, causing citywide property damage and injury. He decides to speak directly with City Hall, but is caught by a trap waiting for him and is imprisoned. Learns to overcome the hindrances of the city and finally escape Perennial City.
