"People of Panem, it is time to announce the circumstances for the 4th Quarter Quell." President Snow broadcasted. "As payment for the rebellion against the Capitol, we will be sending in past victors and their spouses, or if the victor has no spouse, their sibling will be sent in with them." He pauses for dramatic effect. "Along with the victors, their children, if they have any, will also be venturing to the Capitol, but not as contenders for the games. They will arrive as the Capitol's humble guests." At the end of his speech, President Snow grinned evilly, as if he enjoyed torturing the people of Panem. Then he turned, walked off of his balcony, and went into his mansion to plot the tributes' demise. Let the 100th Hunger Games begin, everyone.
