He pauses for dramatic effect. "Along with the victors, their children, if they have any, will also be venturing to the Capitol, but not as contenders for the games. They will arrive as the Capitol's humble guests." At the end of his speech, President Snow grinned evilly, as if he enjoyed torturing the people of Panem.
