It just means that when someone is faced with torture or something similar to it you will gain a quirk. It's pretty rare so he doesn't use it much. This quirk allows the owner to have a certain thing happen to him based on his emotions. Deku had gone through a Femboy phase so he just goes with it now, no matter what people say or think and somehow got a harem along the way. He has grown mentally and physically tough so it's hard to get to his heart. Will his harem the consist of his classmates be able to break down the layers to this badass femboy's heart or not. Suddenly time seems to stop, when he looks up he sees rain floating as if frozen in time, a woman shrouded in a green hood stands in front of him, most of her face covered by her hood, he could only see her mouth and chin. "Do we have a deal, Hero?" She asked her voice closer to bells than that of a woman's. "I have a condition, I can't ever see him die again. Give me his injury and let him live," Bakugo's words hung in the air and a clap of thunder rang in air when before there was none, there was now a flash of lightning above them, also frozen in place.
