Through the many years that Lord Mayor has held the title of ruler for the Pepperland natives, there was always one story that he has never told to anyone. But now, he must tell Old Fred that story, for he himself won't always be around.

He must tell the story of how his long-forgotten brother still holds power in Pepperland, but under a new look and name.
