Due to Sophie and Bucky's mission, the Superhuman Registration Act has passed almost unanimously. The world is afraid of those who have powers they can't understand and they want them kept on a tight leash. This is a bad thing for all superhumans. It is putting friends on opposite ends of the law, giving legal authority to those who once stood firmly against the laws, tearing the entire superhuman community apart.
During the chaos the Superhuman Registration Act has caused, Captain America, Hawkeye, and the Winter Soldier are looking beyond the limitations the act would impose on those with powers to the freedoms it would take from them. In addition, they are trying to keep Sophie safe from Tony Stark, who is determined to see her and Bucky take the fall for the act. While Tony knows he can't get to Bucky easily, he's decided making his former student the scapegoat is good enough. What will happen to everyone? What will happen between Stark and Sophie?
