In Izuku's case this happen early on in his childhood, after getting told he was quirkless and getting bullied by his childhood friend because he then losses his mother as well. the world he lived, even though it was fragile it was still a place he could run go to and be happy but it burning around him as his mother was lying on the floor dead, this gave birth to something else the world would know how to handle.
