The U.S. Figures out how to give kids special abilities. when babies are born they will give them a shot that will change their genetic makeup and give them powers. The U.S eventually wants to use the kids as weapons.
When Dove was five she got so excited that she made all of the lights in her neighborhood explode.
When Daren was 7 he had a temper tantrum and made the power go out.
