This is mostly due to the government investing everything into the research of the 'wisdom cubes', leaving the other forces to need to make cuts. Such as ONLY saving high status civilians and politicians.
A year soon passes with his alias to become known as 'Ronin' in the criminal underworld. But soon he would be taking out much higher targets to protect the weak
