Before the events that occured in Raccoon City in September, Cleo was a S.T.A.R.S member, working just under Albert Wesker, Who is also the creator to the virus laying dormant in her body. She and the rest of S.T.A.R.S. head to the Arklay Mountains in which Cleo grasps at her first taste of the thing's Umbrella has created and her Captains betrayal.
