Every citizen who reaches 18 years of age is allowed to choose a genetic upgrade to assist with their career. An elite few are chosen to receive every available alteration and join the Council, the governing body of Emperia. When Rosalind Crane is chosen to be the next Councillor she learns that the shiny, sophisticated capital of Aeterna is not as superior as she believed. Soon she will have to decide whether to do what she knows is right, or follow orders from those who claim to know better than she.
