Izuku midoriya was born part of the 80% in this story.
Midoriya izuku was born with a mix of his father and mother's quirk. His father hisashi midoriya a chef with a chef quirk that allowed him to summon cooking appliances and ingredients, and his wife inko midoriya with a telekinesis quirk.
Midoriya's quirk "ultimate chef" allows him to summon anything to do with cooking and have a telekinetic bond with the items an extra mutant addition from his father's quirk allows him to also have a palate that rates food out of 100% instantly.
