    Tommy was far from perfect, he was loud and obnoxious, and...You get the point. To get to the point, he wasn't anywhere near the perfect child. Not to mention the fact that he's almost 16. No one wanted to adopt a 16-year-old. So, when Phil Minecraft, a rich man who already has two 18-year-old boys, offers to foster Tommy, he's shocked.
    
    (just to clarify I don't really know anything about how the foster care/adoption system works,this is just how I'm choosing to write about it)
