Psycho-Pass Hiroyuki Watanabe

This fan-fiction is based on a character who isn't in the regular show named Hiroyuki Watanabe. He is a new inspector that is part of Division 3, even though he thinks like a criminal which causes his crime coefficient to rise over the regulated value and he gets demoted to Enforcer.
