Although, nen is usually present in everyone, some parts of Japan have people who doesn't have any nen in their veins, but instead, they can either use curse energy or basically be an ordinary human being without any kind of power in them.

Gojo (Y/N), the strongest jujutsu sorcerer of all time, the first to be born with both the Limitless and the Six Eyes in the last hundred years. She was given the task to go to the other side of Japan, where nen-users exist, due to the sudden appearance of curses. Thinking that one of Sukuna's finger ended up there, she bid her goodbyes to her students and went to finish her job.
