In a world full of people gifted with special abilities, superpowers, or even quirks if you will. each person has one ability, usually being a combination of his parents. In very rare cases a child can be born possessing two quirks. But this is so rare that the percentage of people with multiple quirks id only in the fraction of a decimal.

but what if a child was born possessing more then 1, 2, or even 3 quirks but a total of 17?

What if he was stronger than an entire country's might at only the age of 1?

How would the world handle this?
