After the death of the speedforce barry lost his speed for good but that didn't stop him from wanting to save his city so in doing so he needed to become someone else entirely. Oliver sacrificed his life and barry knew they needed a hero and luckily enough barrys abilities and training when he was green arrow stuck. 

will barry live up to oliver and be able to keep the city safe with his new identity as the green arrow read to find out.
