The 475 Hunger Games, the 18th Quarter Quell has arrived, and this is one of the biggest twists so far. After the 78 tribute games last quell, there are big shoes to fill for the new quell. the mayor of each district will spin a wheel of numbers 1 - 24. each district will provide the number it lands on.
