While Bucky Barnes was working for Hydra as the Winter Soldier there was a secret project going. That project was that Hydra tried to create the supersoldierserum. They didn't fully succeed. Two of the four baby's died. So a doctor suggested that they would try it on unborn baby's, but not just any baby's. It were the children of some of the Winter Soldier's. And that's where Micheal story begins...
