The shapeshifter factions are in chaos, and have been for centuries. The tensions that had been building up between major players in their society, a direct result of the shapeshifter's banishment, had finally imploded on itself, sowing hurt and betrayal.  Finally, near the end of the conflict, something is being done, and the ones tied to the Peacekeeper are at last breaking free of the chains that have kept them held down. 
Iris Malnor is one of the Corrum, the ones who are supposed to be responsible for keeping the peace in the phoenixes' absence.
Arya Samir is one of the many shapeshifters being afflicted by the Corrum's lack of care, with her kind playing a more vital role that she realizes in the delicate balance.
