This bad person would be Eric Cartman, only interested in making money with the poor creatures. And like all bad people, he has government funding for this. A team of guards get send to live in the living conditions with the new animals. And it's their choice to do the right thing, whichever that might be. It's their question to answer. Are these things animals or people?
