It had been 97 years since a Nuclear Apocalypse killed everyone on Earth, leaving the planet simmering in radiation. Fortunately there were survivors. 
At the time of the bombs there were 12 space colonies from different countries, they soon came together to create what is now The Ark.
Soon enough there began to be more and more rules like any penalty or crime is punishable by death, unless of course if you are under 18 then you are sent to lockup, the juveniles call it the skybox. There was one major rule that every single ark citizen was purely terrified of committing, every family can only have 1 child. 
Any more and the parents would get floated and the child sent to the skybox until they are 18 to get reviewed, usually ending in being floated.

Octavia Blake and Athena Griffin are two of the very few unfortunate souls. 
Octavia Blake was hidden under the floor for 16 years with the help of her older half-brother, Bellamy Blake and her mother Aurora Blake. Her father, along with Bellamys' is unknown.
Athena Griffin was soon discovered as well as the second born child of Jake and Abby Griffin. There were so many rumors about her, nobody knew if they were true or not she became the ghost.

A year after Athena's arrest she and 99 other delinquents along with a 'guard' are sent down to Earth to see if it's survivable. How will they survive when they find other survivors on the ground that want them dead? Some of them at least. Will they become allies or go to war?

Which can result in the parents of the second child getting floated, and the second child being locked up until they were old enough to get floated too, leaving the first born without a family. At least, unless you were one of the privilaged. Abigail Griffin knew the rules, so she wasn't entirely pleased when she found out she was pregnant with a second child. Her first born, Clarke, wasn't even a year old. When she and her husband confessed to the Chancellor, a close friend at the time, he gave them a choice. Basically, it was either kill the unborn child, or let her live her life with her family until she turned twelve. Once she turned twelve, into the skybox it is. Will she be able to overcome her emotional and mental walls, even if it means that she'd be vulnerable? Being on the ground will change Hailey in ways that the people on the ark would never expect. Elara Solace had grew up in the factory station of the ark. Both of her parents had presumably been floated when she was only a few months old for smuggling valuable items from the ark, leaving Elara with only her parent's trusted friend to tend to her needs. When Elara was fourteen years old she had been imprisoned in the sky box for a crime that she hadn't even committed. Somebody had set her up but she had no idea who this could've been. Somebody had made it appear to look like she had stole valuable items from the ark exactly like how her parents had all them many years ago even though she would have never took such a risk. Now a year later Elara had turned fifteen and was being sent down to earth with the other ninety nine prisoners in order to see if the land was survivable at all. Many of the others seemed terrified to be sent on this mission, meanwhile Elara was overjoyed as it meant she could finally see Earth for herself and no longer have to hear the some old tales that she had been fed as a young child. It wasn't until she was present on the drop-ship that she came across an older girl who she had heard of but never met personally before, Clarke Griffin. At first Elara had been a bit stunned by the blonde and a bit intimidated by the similar features they seemed to share with one another though she kept quiet, not pointing it out or even making small talk with Clarke. Though when they landed on earth Clarke herself had noticed Elara, that's when everything had changed.
