Upsurge is a novel which features a teleporting teenager, Jolt, and his dog, Zion.  Jolt and Zion are on a quest to find Jolt's parents, who Jolt believes are still alive. They run into many obstacles,  including a Non Official government agency which is tasked to find abnormal tech and destroy it... but is Jolt really using technology?
