In a world of heroes and villains, there are the clear forces of good and evil. But what if it's not as clear as everyone thinks?

Kasumi Akaguro, a quirkless vigilante, is recruited by the Public Safety Commission to join the hero course at UA. As she fights alongside heroes and heroes-in-training, her existence poses many questions to society. What makes a hero? Is it quirks or something more?
