The Winter Soldier failed his mission. The soviet asset didn't killed his target and escaped the grip of Hydra, the secret organization that managed to live up behind SHIELD for 69 years until Steve Rogers, Natasha Romanoff and Sam Wilson revealed its terrible machinations to the world.
Grant Ward, one of the last head of Hydra, wants revenge. He wants Rogers' head, and for this, his only option is to fly in Alaska, in hope to find another ghost...
