After events of the Batman the Animated Series episode Harley's Holiday, Harley decides to become a hero not thinking ahead of repercussions. After Arkham's odd power failure, Scarecrow works secretly on a plan that will make him more monster than man, though running into Harley's new alter ego confuses things. As Harley continues to run into old friends and enemies, the possibility of meeting with the Joker looms ever closer.

The fourth installment in Ben's Batman series. When his parents were gunned down in front of him, young Bruce Wayne resolved to rid Gotham City of the criminal element that took their lives. He trained to achieve mental and physical perfection; in addition to mastering the martial arts, detective techniques, and criminal psychology. Dressing as a bat to prey on criminals' fears, he fought crime with the aid of specialized gadgets and vehicles, operating out of the secret Batcave down below Wayne Manor. He was the Dark Knight, the Caped Crusader, the...BATMAN!! This fourth story line introduces us to The Clown Prince of Crime known as the Joker and his lovebird, Harley Quinn. Joker is the unknown, unnamed villain that emerges in the heart of Gotham City, while Harley Quinn is a freakishly, sexual villain who is born from insanity. When Joker's influenced madness ensues onto Gotham and the shortage of neceessary supplies diminishes, it is up to Batman and the boy wonder, Robin to end Joker's reign of terror and protect the city at all costs. As the insanity decreases, a threat emerges from the romantic relationship between Joker and his gal that spews up returning tension into Gotham. With the stakes much higher than ever before, Batman must now test his wits, vulnerability, and awakened emotions to a bitter degree as the Clown Prince of Crime and the hormonal Jester toy with his intellectual mind. Returning key characters include Alfred Pennyworth, Dick Grayson, Vicki Vale, Commissioner James Gordon, and Selina Kyle.
